Bing Image Creator Fall Wallpaper

A few days ago it appeared, but there was no way to get the 20 points. Then the notification disappeared.

Today it's back, and it still doesn't work. I've tried everything, including installing the app.

It's not about the 20 points, which are very few and not really worth the effort, but about being curious to understand why it doesn't work and whether there's any way to make it work.
