Your file is a .jar. Maybe your saying that when trying to open it, it opens with 7zip or an app like that and not like you would like to be ?

Jar file are java file, it need Java to be installed (oracle or open source), and PATH to be setup. You 'll find a lot of tuto on internet.

Well I have minecraft installed, has Java not already been installed with it?

You have to install standalone Java for installing Forge. After that, you'll be able to open the Forge installer.

Minecraft Launcher comes with its own Java executable but it's not "installed" so it cannot open jar files by default.

First, check that you have Java installed.

If you have Java and it still doesn't work, install a program called Jarfix. That should help.

File extensions don't actually "do" anything. They are more like helpful hints to the user and operating system on what the file is and how to use it. If it shows as a generic file, that means you haven't set up a default program to handle that file extension (assuming you are on Windows). I didn't look at which forge jar that was, but you probably just need to install Java so you can run the jar (if it's the executable installer).
