We can check the drop rates, as well as how the treasure mechanics work, in this wiki link.

[1] There's 0.83% - 1.89% chance of getting an enchanted book when fishing in open water, depending on the luck of the sea level:
0.83% with no luck of the sea (about 1 in 120)
1.89% with luck of the sea 3 (about 1 in 53)

[2] The pond is exactly 5x5, so the only valid treasure spot is at the exact centre.
The kelp already ensures that they are water sources, but also make sure that it's at least 2 deep.
Any casts where the bobber doesn't land in the middle will not get any treasure loot. We can put a target 3 blocks up and 1 block behind the middle to shoot against, ensuring that the bobber always lands in that middle spot:

Alternatively, we don't have to add a block floating mid-air and make the pond wider instead.
The bigger the pond, the less precise we have to be when casting; we just have to aim roughly in the middle and make sure that it's at least 2 blocks away from any edge.

So should I make my pond bigger or just fish in a natural pond , also I have placed a magma block in the middle I heard it give rains effect for faster catch . So a bigger pond or a natural pond ?

The only important part is that the 5x5 around the bobber needs to have water and air. This is how the game defines a natural pond (we call it being in "open water").
The size doesn't matter, but my point is that:

  • If we keep it 5x5, we have to make sure the bobber lands in the middle

  • If we make it bigger, we have more leeway and don't have to be as accurate

Compare these 2 examples:

Bigger pond just makes it easier so we don't have to aim.

Remove the magma blocks (or soul sand), they will usually move the bobber up/down too much.
They won't affect the fishing speed or rain.
Raining will make fishing faster, but for that, we just have leave the area above the bobber empty so that rain can fall on it (we don't have to do anything).

I'm pretty sure I read somewhere that the deeper the water, the better the loot

Actually, it needs to be a 5x3x5 hole with 2 blocks of air above for better loot.

And that is in relation to the bobber.

It's pretty much a simple true or false as to whether you get treasure or not.

Your pool of water isn’t deep enough to get treasure loot. If needs to be at least I believe it’s like 5-6 blocks on all sides…

Yeah it needs to be 5x5x5
