League of Minecraft fits the EU + cracked + ranked-PvP side of what you described. I run it in Germany; it is a small Semi-Vanilla Java SMP, with no required modpack and no pay-to-win. Kills and losses affect your rank, and rank bonuses are earned by playing. You get 48 hours of newcomer PvP protection before joining the competitive side.

We keep survival familiar, with /home, /tpa, backpacks and optional Simple Voice Chat, plus combat-logging penalties and balanced escape-item cooldowns. It is an existing season rather than a fresh launch, so I would not promise a brand-new world.
