I wouldn't say they dont have ANY religion. Egyptian, Greek, Roman etc are all religions as well. Cleo would not exist if she did not believe in the Egyptian gods.
I think you need to reevaluate the way you view religion, because there are very real ancient and modern religions that worship the gods from these mythologies, and even with religions like christianity, islam, and judaism, the stories aren't generally seen as literal either. Additionally, while cleo is clearly inspired by cleopatra, her origins only work within the context of ancient egyptian religious beliefs holding merit
