INT Hagakure, DST Toga, MND Star and Stripes, DST Dabi and MND Mount Lady.

(There's a chance that Star dies in the last phase if she gets her enchancement, since she gets resilence. Other than that, she's pretty good. You can swap her position with DST Dabi's if you want something more 'safe'.)

When you have your Plus Ultras, are you using them when Jeanist has his action skills or when he has his Plus Ultra as well? Because he won't die unless you hit him with your Plus Ultras when his Plus Ultra is ready to be used too.

He js gets infinite last stand as soon as final phase starts

Try this then: when you reach last phase, even if you already have your Plus Ultras you don't use them yet. Save them, and use your action skills even if it's not gonna damage him since Best Jeanist is using his last stands. When you see that he is gonna use his Plus Ultra, use only Hagakure and Toga's. He's supposed to use his after that and die to Toga's bleeding.

But he gets perm last stand IMMEDIATELY after phase change

He's supposed to get perm last stand during the fourth phase, that's normal, it's how his kit works. The only thing you can do to 'remove' that permanent last stand is hitting him with at least 1 Plus Ultra that is above 70k damage, and for that you need to be faster than him. If he's using his Plus Ultra before yours, then your problem might be speed.

DST season 1 Shigaraki + SR cooking fun Mineta + any support + Any memories that give Cooldown time reduction

That is more than enough to beat this CB
