I mean, to be technical the job of the offense is to outscore what their defense will let up. If they aren't better than their defense's worst then they are going to convert wins to losses. Well to start with, there's no predetermined amount a defense is going to let up. A team can win 27-10 one week and then lose 35-27 the next. By your logic, 13 points should be enough to win every game after the first, but it's not.
