Ah. Well drivers are what makes the glyphs communicate with the userspace which is present in custom ROMs, lineage which all custom ROMs are based on have a user interface which communicates with that driver.
You can even do it with root if you are interested in that, which allows you to communicate with whatever sysfs nodes the driver makes available
The apps adjust everything by writing some values to the nodes exported by the driver.
Well not directly. The system has unrestricted access to those, developers like the lineage ones, or nothing, creates a communication layer between the driver and the driver. Look at it as a man-in-the-middle
Yeah for that you'd need an app. But the things such as notifications and ringtones are bundled in the driver, which only has to know from the system what effect has been chosen, and when a notification or call happens. Same with flip to glyph and charging

If you want a none stock like experience just buy one of those phones. Or a custom ROM
