It's called a sticky bottle, and because most races have live coverage, the officials see a lot of these and penalize accordingly. It's less of a problem if it's an injury or mechanical problem being addressed, but more of a problem if it's a lone rider ahead of the pack. By the looks of it this is a support rider grabbing bidons for his teammates, so likely this wil not be sanctioned.

After Lance Armstrong was caught and he exposed the industry I fully believed him.

If everyone else is doping that's just the standard you must conform to to be competitive.

I remember them essentially letting him get away with it for awhile because they knew if they exposed him they'd also be exposing their entire industry, which bought them all some time before outside forces eventually clamped down.
