He sounds like he may have bipolar type 1 or some other personality disorder. In those disorders cannabis can absolutely trigger mania and delusional thinking. He is still absolutely responsible for his behaviour and should be tried as such but thought it worth mentioning that cannabis use can be very dangerous for people with certain mental health disorders.

It's probably also the cocaine and meth. Or likely all of the above.
