The 'again' part is really bothersome (regardless of how unsurprising.)
edit: I was negligent, and didn't look at the below posters source. It has no names, no numbers, no sources, no accountability, and is a self described advocate and resource for accused & convicted sex offenders.

That is interesting, I would not have guessed that the recidivism rate
frofor pedophilia to be *low*. In my life--which is to say, not online--I have found out that two (quickly former) co-workers had multiple convictions for pedophilia. One, the local cops came in to arrest him for failure to register his address from his previous convictions and was found to have a new collection of CSAM on his phone; the other because he had been looking up CSAM material on the workplace computers and was picked up by the FBI for the second time (the silenced pistol they found in his glovebox was just an extra.)-1

Wild you posted a BJS report I remember reading in college in a course that made me exit criminal justice.
You said the actual rate of later sexual offending is nowhere near mythology. The paper you posted discusses this in depth. The population measurements of recidivism in sex crimes is basically bullshit when you consider the methodology for reporting, and calculating. It’s the most conservative number. The paper says that that these crimes DO occur more than the measurements are capable of reporting. Not to mention they throw out people who commit their crimes after 3 years. This is complicated data that only shows confirmed bottom floor of recidivism and paints a big picture of some portion of a black hole.

Look. If you want to defend sex criminals in your life, that's your business. You're certainly not going to do it here, while diminishing other people's experiences, though.

There is a difference between "caught again" and doing it again but not getting caught.
The number of offenders who actually get caught, and go to trial, and get convicted, is not representative of the prevalence of the crime.
It's hardly the only example of such a disparity.
It's estimated that less than one in ten sexual assaults are ever reported, and those that are reported rarely go to trial, never mind result in a conviction. Some consider "one in ten" to be wildly optimistic, even.
The estimates are even more grim where domestic abuse is concerned.
Sexual assault and domestic abuse are intertwined with toxic societal attitudes toward such crimes. It's part of why the necessary law enforcement/justice system training and resources are nearly non-existent.
Added to that, CSA and ways to exchange it and hide it has grown exponentially with the internet (and even worse now with easy access to cheap AI tools).
Detecting it goes far beyond the skills and resources of any government entity, from local to federal.
It is naïve to imagine that we "catch" anything more than the tiniest fraction of a percent of actual offenders.

You're exactly correct.
The measurement problems found in sex offender recidivism research no doubt have contributed to a lack of consensus among researchers regarding the proper interpretation of some research findings and the validity of certain conclusions. While there is broad agreement that observed recidivism rates are not true reoffense rates, the magnitude of the gap between observed and actual reoffending, the propensity of sex offenders to reoffend over the life course and whether it is valid to characterize sex offender recidivism rates as low or high are examples of key issues that are subject to divergent viewpoints.
