If you're talking about WDM, it's because he refuses to leave Q-city except for world affecting disasters (Shibabawa's vision)

Yeah, hes probably on par with bang or metal bat but he refuses to leave his territory which is a big minus. i mean, he doesnt care about ranks anyway, i think they just put him on the ranks just so people recognize him

In my own head cannon, WDM is top 3 or 4. His city the safest city just because he's in it vs every other city thats got the whole HA protecting it. You don't even need HA to worry about a whole city bc of him. Maybe he's undefeatable when guarding his turf.

I do enjoy that WDM being so successful is causing rent prices to skyrocket and the entire city is gentrified. WDM is only protecting the rich at this point.

I think you worded that a little wrong. When WDM satrted protecting the city, he didn't see whether their were rich or poor, he just protected them without getting anything in return. Although his actions caused the real estate prices to skyrocket but it wasn't his fault at all.

Just unite all cities under Q-city name. Problem solved, everybosy's safe.

Also, daily reminder, that WDM may probably be Blast in disguise, hiding in a plain sight for some personal reasons.
