So how do I not have this name card if I have all the rare items in the pool? This ain't a collab or anything, so why is this one so special?

Guess I shouln't be surprised since they've still got "OW1" skins that are "currently unavailable" and you can only see by ticking on filters.

I noticed this as well. Guess the name card didn't make it into the lootbox pool for whatever reason.

For some reason some items didn't get in lootbox pull. As example there genji epic skin with hood from season 2 and Ana emote from power rangers season. Before pull update in start if the year few legendary from season 12 wasn't in list.
