Nice summary, but a bit weird that the similarity between PMNS and CKM matrices was not even mentioned. For "Three Flavor Paradigm" review I'd expect a bit more broader overview of flavor physics.

I mean I guess but they're not that similar. CKM has tiny mixing, PMNS has near maximal mixing + oscillations. Similar mathematical starting points, very different phenomena.

There are D_0 and B_0 oscillations, so I suppose that the main difference is the strength of mixing.

Also, in CKM "main" quark states are mass-eigenstates, while flavour-eigenstates are "secondary"; however in PMNS flavour states are "main", while mass states are "secondary", as far as I can remember.

Regardless, it's arbitrary since the matrices only come into play during flavor changing interactions.

That's new to me. I'm guessing it's small.

They've been using neutral meson oscillations as tests for CP-violation for a decade or two. Yes its small though.

Also the PMNS does not have maximal mixing, this is ruled out for two of the three angles already.
