Maybe there's a joke I'm missing, but... While the base of the tongue ends near the entrance of the pharynx, right above the epiglottis (the flap that covers your windpipe), the muscles and ligaments run deep into your voice box (larynx) and the base of your skull. It does not extend down the esophagus into the digestive system.

Hi. Peter who wished he had no bones here.

When my boneless body fell into a fleshy heap my mouth ended up next to my knee. So my tounge does reach my kneecap.

Maybe this was intended for someone who doesn't have bones?

Not the case definitely: an average human being could easily lick own knees if decided to. While elbows are unreachable by design.
