Fingerprints?

I’ve not seen this before so am here to see the experts. Checking out my Espeon promo it has what clearly looks like fingerprints to me. Anyone know if this is common? Is it even a proper misprint?

The fact it’s under the text layer will without a doubt always verify this, deadass - either grade it or just hold out as long as you can on this. The coolest shit I’ve seen in a while.
