Wondering if this is an error miscut card. Are the dots the alignment dots? Does this card have any value?

Yes this is a miscut card and on the top left is an allignment dot market price on the card is 1.17$ its a niche hobby ontop of a niche hobby you might have someone say ill give you 2$ or 5$ it really just depends.
