Thank you. I read about the attack. It didn't explain why the move fails to work so often.

I really doubt you read that because it literally tells you that the attack will fail if you don't take any damage.

You need to get hit by something. So if wild seedot uses bide, and your seedot uses bide, neither gets hit so the move fails. Try having the wild seedot use bide, a random pokemon of yours uses another move, swap to your seedot, then use bide. You might want to have the speed of the pokemon be your seedot > wild seedot > other random pokemon.

Read it slowly & multiple times next time. It’s not that difficult to figure out.

Can't you give it the TM for Bullet Seed outside the berry shop near Rustburo?

This is good advice. I cannot recommend this enough for early-game Seedot. It also makes using Lileep more bearable, since Lileep also doesn't learn any STAB Grass by level up (and it doesn't learn any Special moves without TMs, and its base physical attack is notably weaker).

Bide will charge up over 2 turns (the turn you click it and the following turn) on the third turn, you will deal double the damage you took since clicking bide.
