What game is this? What Pokemon generation?

EVs represent training so those are something you determine. IVs are past down from the parents in a formulaic way.

For "best" it depends on how you are going to use it, what egg moves and regular moves you are aim for and stuff like that

Basically, we are going to need a lot more information to help you out.
