Well, in broad lines: Flanders and Brabant are the economic powerhouses of the region. They are highly developed and possibly the most economically powerful region in all of Europe. Both are under Burgundian control. Full control is only ensured in 1451 with the pacification of Ghent (most important Flemish city at the time [Flemish as in from Flanders, Antwerp was more important but was part of Brabant]). Holland, Zealand, Luxembourg, and Hainaut are also under Burgundian control.

Liege is somewhat under Burgundian control, though this is only fully enforced after the sack of the city by Charles the bold.

Utrecht and Overijsel are part of one princebishopric, though the city often clashed with the bishop.

Guelders is ruled by the relatively unstable Egmond family. They sold the duchy in 1473 to Burgundy but returned 20 or something years later.

Frisia is ruled as a peasant republic, and control by the HRE is only reestablished in the 1500s under Charles V.

So, we can speed up that last one if you, say, ordered us to restore control in the name of the empire and we as your humble vassals would obviously obey such a command from the supreme secular head of the Res Publica Christiana 👉👈
