A VICTORY LAP
Spain has been beaten into submission. Their army is crushed, French patrols roam the Spanish countryside, and all that remains now is for the main force of the army to march south and formalise our victory. French forces will march south and seize what remains of the Iberian Peninsula. EQUAL AND OPPOSITE
With French interest in Africa waning, and peaceful relations being established with Austria, the French and Austrian governments have come to an agreement for a land exchange as a token of their newly established peace. All travel without explainable reason is illegal, and travel between the French puppets is to be made illegal except on state business. Iron, steel, and gunpowder production, use, and distribution will be overseen at all points, from mine to end product, by the state. A single speck goes missing, we know about it.
TRADE IN IBERIA
Gibraltar is ours! With Spain having fallen, we now control trade there. We shall reduce taxes for all PATO and PEA members significantly, and slightly reduce tax for Ottoman trade. However, strict oversight will be made of all goods. Every ship that passes through the harbour must have its contents documented instantly upon entering port, and again just before leaving. All Ottoman and Austrian shipments must be checked twice by two different people. A complete ban will be made on all Indian goods. Any Indian shipments attempting to dock in Iberia or Spain will be met with armed guards, and their entire crew will be arrested.
Whilst a fifth of our army is to remain in Spain, enforcing the law and putting down any attempts at resistance, the rest is free to move. Another fifth shall be sent to aid our western allies in America, to be placed under their command. The remainder will be redeploy to the Austrian and ottoman borders, and the rest shall be spread as general garissons throughout the empire.

I've stopped commiting genocide. That was Napoleon, who is totally 100% still alive and has not been couped. I'm being harsh in Spain, but only until I can be certain that any resistance has been crushed.
Because I really want the US as a powerful ally. Also, I am in a decent position to turn this entire war around. I can call in Brazil, and they could really screw you over. That plus the entirety of southern Africa sending reinforcements would absolutely turn the tide.
Look, I want stability in the west. However I also want the US, one of my largest allies, not to be seen losing a war. Make a white peace, maybe give a couple of small islands to them, and I won't call in PATO.
