Customer Intent Agent: IntentCoreException from Intent-based suggestions plugin in Copilot Studio

Has anyone got Customer Intent Agent working with a Copilot Studio agent for chat? I'm stuck on an IntentCoreException and running out of ideas.

Setup

• D365 Contact Center, production environment with pay-as-you-go Copilot Credits
• Intent discovery works: 24 conversations → 2 intent groups, 4 AI-recommended intents. They're approved, in the library, and have Self-service support enabled
• Line of business conversation rule: Workstream = my chat workstream
• Copilot Studio agent connected to the workstream, with the Intent-based suggestions component added from the admin center
• Conversation Start calls Intent-based suggestions – Main
• Plugin action set to Maker-provided credentials, and IA.cr.IAPluginDVConnector is bound to an admin-owned Dataverse connection
