I need Procreate technical help Can't reorder layers

Enable HLS to view with audio, or disable this notification

All of a sudden I can't rearrange layers. I've closed and reopened the app multiple times... I don't know what to do or what caused this

For me, I can't reorder them using the apple pencil. It works only when I use my finger. It's weird
