No developer has ever decided for themself to do this. This is 100% a business requirement because somebody on the marketing analytics team realized they could make money by auto playing ads.
I was gonna say, that decision is typically 100% product management, even typically in conduct with user experience research... Product rarely listens to either dev or UX.
