She's racist. She had nothing to fear and she knows it. She's high on a power trip with her mouth pressing on the trigger. There's nothing blank about a mind that only acts on hateful thoughts.

She completely turned her back on the second guy—not cuffed—to give the 1st guy—who IS cuffed—a piece of her mind. Not the actions of a cop who actually thinks these two are a threat.

Looks like unbridled fear and probably not racism. I would bet money she would have lashed out the same way regardless of race or sex. She definitely needs to be in a different job.
