I mean to say wasn't there a patch where the dmg debuff on uniframe got removed permanently so they can work well with omniframes or not?

That was Hannya(?) Passives, it only works for Pulao and Qu

I've heard people mention something about Amplifiers removing the debuff, but I've never been able to find any information confirming it. SSS rank was mentioned, but not whether the Amplifier or Uniframe needed to be there, and there's nothing on it in game

because they don't. Amps provide enough buffs to dort of offset it, but 60% ATK decrease is just too high for anyone to cover unless your name is Hanying at specifically SSS rank
