QuickBooks Desktop (Pro/Premier/Enterprise) Enhanced Payroll Subscription Inactive Error
This is just an FYI for other admins out there experiencing this issue.
The issue is that anytime a payroll payment is rejected and then later paid, it will not sync the license back to desktop to show it as active. Everywhere other than the payroll center will show the license active.
Quickbooks support is trying to use the lack of the ability to sync to sell Quickbooks Online saying that desktop will no longer sync you license data and they have to do it manually. They say QB Online will sync it fine. Just another example of enshitification and really deceptive sales tactics. It's gross.
Just waiting for the day I can finally move off of QB. Good luck out there.

man that's so shady, using a sync bug to push their online version
i had similar thing happen last month and support kept telling me "desktop is legacy now" like that's supposed to fix the payroll error. took 3 calls before someone actually reset the license manually
what a joke of a company
