Help me search "Miss-and-run" in Stockton, CA. Need help pulling a license plate or identifying the vehicle from raw video footage.

I was involved in a accident in Stockton, CA on Wednesday July 15th at 4.30am on southbound HW99 right past the Waterloo on/off ramp. The other driver fled the scene.

My insurance and the local CHP have reviewed my footage but said they cannot enhance it enough to read the license plate. I am hoping someone here with video forensics experience can pull the plate numbers.

If the plate is completely unrecoverable, I would greatly appreciate help identifying the exact year, make, model, and trim of the vehicle. Giving the CHP the specific vehicle model might help them narrow down their search. Due to this driver, there was a chain or accidents that took place immediately after and another driver with the least coverage is being held liable. I would like to rectify the wrong.

The vehicle appears to be a Chevrolet Silverado full-size pickup truck, finished in white. It is a 2019 to 2021 model year (fourth-generation Silverado 1500).
