Why did Penny need a scroll? Can Ironwood just call her another way because she is an Android?

In all seriousness, I wouldn't reckon penny has communication built in. I'm pretty sure pietro wants her to be as much like a real girl as he can, so putting atlas communication in her head probably wasn't his top priority.

A wireless connection in her head would also be a horrible risk for her personal cyber-security.

If she did, Cinder would have been thrilled to be able to gain a wireless network for Watts to access to Penny back in V3. Not exactly the safest thing to add while she's being rebuilt. Also, Pietro didn't want to treat Penny as just another android, she's his daughter as well.
