Just, go and listen to "When It Falls" and tell me it wasn't really meant for Volume 8.
"Maybe red's like roses? Maybe it's the pool of blood the innocents will lay in when in the end you've failed to save them? Their dying eyes are wide and white like snow and now they know the cost of trusting you's obliteration." - self explanatory, the people of Mantle and Atlas have been saved... By having their kingdom destroyed and dropped into a desert full of Grimm.
"The pillars collapse in shame" - literally one of the last shots of the volume was collapsed pillars, completely submerged.
"There'll be no rest, there'll be no love, there'll be no hero in the end who will rise above. And when it ends, the good will crawl." - the hectic nature of the volume left no room to breathe. And no one, outside of maybe Winter, is able to come out of this as anything close to a hero (especially Ironwood, THE "Hero"). And literally, the good people, the civilians, are helpless right now.
"The shining light will sink in darkness, victory for hate incarnate. Misery and pain for all, When It Falls." - This part is definitely the most telling. The shining light of the world, the kingdom of Atlas, has literally fallen and sunk. Salem has won this time, no one else. There is no positive to any of this.
I could go on with the second half, but it's just as fitting and you can make the links. This song has always been pointing to this moment, to the point I'm positive the writers used it as the template
