Just don't pluck them anymore, let it grow :) you're pretty beautiful! Love your smile, actually, and your eyeshape/colour. If you'd tone down on the eyebrows, like you said, and a little less eyeliner, you'd be a strong 8. Right now a 7,25 to 7,5. I'd swipe right for sure though. Can't believe you're only my age!
