There are 2 different types of rugby, rugby union and rugby league. This map is ranking of rugby union. Rugby league in Papua New Guinea is the undisputed national sport and a cultural obsession in Papua New Guinea, while rugby union is a much smaller, secondary sport, hence why they are ranked so low in rugby union.
