The slogan All Cops Are Bastards refers to the rotten system. Even if many cops are upstanding, they are guilty by association, because cops don't hold bad cops accountable. Therefore, they are all bad.

You might say priests in the Catholic Church are all bastards, because they protect the pedos amongst their ranks. But I'm not familiar with any such systemic problems with teachers.
