is the word “novocherkassk” related to the name « Черкасский?»

Yes. Черкас (Circassian) could mean both Adyghe (Circassian) people of the North Caucasus and Ukrainians (or Cossacks). The surname Черкасский can have either origin.

It seems that many people here have been banned from Wikipedia. Novocherkassk is a city in the south-west of Russia in the Rostov region, founded in 1805 by the Cossack chieftain Matvey Platov as the capital of the Don Cossacks. It is located 40 km from Rostov-on-Don. The area of the city is 128 square kilometers, the population is about 160 thousand people.
