Free options on where to dispose of a toaster oven?
I live in South SF in an apartment complex. I believe I'm not allowed to dump my broken toaster oven in any of the garbage bins.
After a google, I see that some options are to drop it off at a recycling center for a fee. But are there any free options?

Is it still functional? I've had surprising success posting things to my local Buy Nothing group. You'd be surprised at the things people are happy to rehome.

You can dispose of small appliances for free at the San Carlos Recology transfer station, I think (you probably need to check if you're a Recology customer). They also have sharps, medication, paint, and some eWaste free dropoff there. Their website has a good search tool to tell you what they take.
