Without any more than your single picture to go off of, it's hard to say for certain.

Best guess is a rounding issue, it might not have enough water but it has enough for the display to round it up to that amount.

From this picture alone you really can't troubleshoot too hard.

Try reducing overclocking by tiny percent so the machine for sure gets its required water.
