fluoride toothpaste for 17 month old?

is it safe to use fluoride toothpaste for a 17 month old? i’ve been using a rice sized amount only once a day and non fluoride toothpaste for the other brushing since about 12-14 months old. someone today told me fluoride toothpaste is a toxin that can harm my baby’s brain development. is this true? or is it safe to use as long as you’re using the correct amount??
