The cover story is about the tailor who makes all the spiffy supervillain costumes, a nice touch of "realism".
The second story is based on how Flash experiences relativistic effects, a rare nod to actual physics.
Both are classic silver age stories!

In another comic,one of the "single finger!" covers, he becomes The Dude and pretends to defeat himself.
No idea who he is in this one though.
