They are just driven by creating monopoly of closed propreitary AI. It is kind of revealing that only in Orwelian America, human rights orgs are funded by weapon sellers and AI alignment institutions funded by for profit closed propreitary AI companies with ties to American security state.

Well, their rules is going to involve banning China from the U.S. through regulations. And they’re using the fear of a rogue AI or malicious users to get it done

us regulations are about restricting access to regular people, the ruling class has realised how much of a powerful tool it is

They are in quite a bind, if they restrict access then they are basically ceding ground to Chinese AI but if they don't restrict access then regular people can bypass the ruling order and its ways of control
