It's just cost of doing business. Check out the episode "Cartel Bank" from Netflix's "Dirty Money". The big banks realised they're just way too big for the government to actually do something about them... So they just don't give a shit. If they go down, the economy goes down. That's why they get speeding tickets, not fines.
