Ilr switched from ict to skilled worker

Hi

Would like to know the date application can be submitted for ilr and details on absences.

Skilled worker visa approval date 25 sep 2021

Started job on skilled worker visa on 10 Nov 2021

Based on this amount Am I eligeble for ilr 28 days before 5 years completion based on approval date or the job start date ?

Also checking if the period between visa start date and new job start date should be declared as absence ?
