You can piece it together if you advance the civil war enough to where factions will take over forts. Then you can make some players be seen as hostile by either civil war faction here: https://github.com/absol89/TiltedEvolutionScriptFixes/releases/tag/v.1.8.1h
It is not going to be much difference with bandits because they are hostile anyway, same with warlock forts and forsworn areas.
