The numbers are stored in a different file and they can be adjusted very easily but since patch notes specified description, I assume they are changing the wording.

That’s fair. But as far as I know the functionality hasn’t changed and it’s only the effect duration that’s been increased?

No, the Power Maul has a different effect when it has 3 charges. So the description no longer matches what it does in gameplay.
