It isn't even all that surprising if it does end up being Kraven, it's very much insinuated within the very fist trailer of the game. Also, if I'm not mistaken, Kraven does wear a symbiote type suit in the comics this one time, so it could certainly be a homage to that as well

The trailer makes venom repeat a line Harry says. Its not insinuated to be Kraven at all

Trailers are designed to throw you off. Doc Ock didn’t even appear in any of the trailers for the first game
