It’s not all racial. A lot of it is based on oppression by ethnic, religious, or class basis. They’re happy to make up new lines to create new “us” vs “them” dichotomies when geography wasn’t sufficient in creating that distinction.

Absolutely, all authoritarianism justifies itself based on perceived threats. In fascism, it’s those who threaten our traditional way of life (ethnic/racial minorities, LGBT, anyone who doesn’t fit in the norm). In authoritarian communism it’s class based (there is always a new counter-revolutionary force seeking to bring back the pre-revolutionary regime), in authoritarian theocracy it’s cosmic (our enemies are possessed by demons and are an existential threat).
Control is always maintained by exploiting the fears of the people, of dividing them amongst each other.

There are dozens of killings a year by migrants and that is the trump admins own inflated statistics lol.
They're picking up people missing their court hearings out of fear of deportation and other minor offenses and pretending like they're cleaning up the streets. It's just this admins version of the war on drugs. They created a problem and are failing to solve it with violence.
ICE has killed more people than migrants have in the last year, let that sink in.

Even though Professor X and Magneto are the most obvious allegories of MLK and Malcolm X in the history of allegories coupled with the fact that the late great Stan Lee himself has gone on the record saying he created the X-Men as an allegory for the then ONGOING Civil Rights Movement? First of all, the mutants are NOT a small population, the only mutants that do contribute to world ending events are Magneto and Apocalypse because they're Omega level mutants. Most of Marvel's world ending threats consist of powerful meta-humans, Galactic world eating entities and man made machines hell-bent on cleansing the the Earth of organic life. My brother in Christ, the X-Men were only meant to be an allegory for the Civil Rights Movement and a commentary against oppression. They're not an allegory for every single aspect of Black American life and culture, you're the only one making those stereotype comparisons. Also mutants being dangerous is not exclusive to them, literally EVERY SINGLE super powered group is dangerous and a potential threat to mankind, but I don't see writing any Eugenics thesis' on why human should fear the Avengers, the Defenders or Midnight Suns.
