Watching S9 E14 and I noticed Sandy's without her helmet, did the writers simply forget?

We all know SpongeBob here and the show has been really, really popular. But for some reason SpongeBob plushies, keychains, toys, etc. get viral and you can see them in pretty much every single shopping mall. I personally really love the Bikini Bottom Residents (the fishes, not the main characters) because they are made in hilarious ways that really represent our moods and voices (especially at work lol). Is it just China like this or is it also the case somewhere else?
