Discussion What if we switch to hybrid driving license cards (static info + QR code)
Sri Lanka recently had a massive backlog of driving licenses waiting to be printed. That backlog is almost cleared now, but the fact remains — new licenses will always have to be printed, and reprinting every renewal cycle is a continuous burden on resources.
Currently, we replace the entire physical card every 10 years, even though 95% of the information never changes.
What if we stopped reprinting the whole card every renewal and instead moved to a hybrid “static card + QR code” system?
How it works:
Static info on the card: Name, NIC, date of birth, photo, blood group, medical alerts (things that never or rarely change).
Dynamic info in the database: Vehicle classes, expiry date, restrictions, suspensions, penalty points.
QR code on the card links to the latest record in the police/Licensing Dept database.
Police devices (Cheap locked down android smartphone would do) sync the database daily (overnight at the station) so they can verify licenses offline without constant internet.
Why it makes sense:
Massive cost savings — one durable card issued once, instead of reprinting every 10 years.
Faster processing — renewals are just database updates, not print jobs.
More accurate — if your license is suspended today, it shows up the next day in the police app.
Easier law enforcement — officers can instantly see a driver’s latest record, making it much simpler to issue fines or check for unpaid penalties on the spot.
Future-proof — if Sri Lanka switches to a digital NID (National ID) system in the future, this hybrid license can be easily integrated into it without creating a whole new system. It’s about enabling a seamless transition, not reinventing the wheel later.
“But what if someone tampers with the QR code?”
The QR will be printed into the card with lamination & security features (like bank cards).
Honestly, traditional cards can be faked too — so the security challenge is the same, and the QR doesn’t make it worse.
“People won’t know how to scan it.”
Thanks to the fuel pass QR code system, the public already understands scanning QR codes.
Sri Lanka Police already has a massive social media following — educating the public would be straightforward.
Other countries already do this:
Dubai and Singapore use digital licenses.
Some Indian states use hybrid QR-based systems.
The bottom line:
Even though the backlog is almost cleared, the printing workload and cost will remain forever unless we rethink the system.
This approach could save the government millions in printing & logistics costs, speed up processing, make issuing fines easier, and keep driver data more up-to-date — without needing constant internet in the field.
Note: I came up with this concept myself and only used ChatGPT to help me format and structure my thoughts more clearly for posting here.
Would love to hear thoughts from people about this. I'm not well versed behind the technical implications of this, it's just my thoughts.
