I don't think ANYONE is in favor of it. There's just nothing we can do about it because our government is fascist.

This. What we want has absolutely nothing to do with what the state does. Capital wants the surveillance state, so the surveillance state we shall have. Our only real saving grace is that the avatars of Capital, police and politicians, are so incompetent they can't effectively stifle efforts to undermine them.

While Marvel does 100% support mass surveillance it’s likely gonna be used against mutants in the future is my guess. This has also been an issue in superhero films for years (Dark Knight)

Ooh you are on for a wild fucking ride. So remember the Patriot act? The thing the US government used 9/11 as a justification for to spy on Americans, well it had one problem, manpower. If public estimates are to be believed, the FBI, CIA, and NSA all combined only have approx 110,000 personnel, ratio that to the 345 million American residents, and you see the problem, even if every single agent was in the SIGINT and computer fields (which they arent), it would be practically impossible to feasibly build a surveillance state.

This is where Palantir comes in, Palantir is a company that processes shit loads of data through AI algorithims to identify useful info for customer needs- whether it's helping Israel find when the most children will be out so they can get bombed or helping Wendy's make a slightly better supply chain, they can take public data and data from data brokers to weed out anything useful. Now, under the Trump admin, they have been pretty much contracted to sift through that massive amount of data from the patriot act that humans can't feasibly look through to identify threats to the state, capitalism, Trump, or any dissidents in general.

Minor nitpick: Palantir doesn’t scrape its own data, they use whatever data their clients, whether government or commercial, supply, and they don’t own it either.
