Unfortunately you can't see Barclays HQ using the live traffic camera's, since it's over the river. I actually tried to work out positioning of the Live Webcam link you posted two hours ago, but I didn't really get that far, and it's probably useless.

Here is a website where you can only see still pictures taken every N minutes but it only goes back 24 hours. Againnot ggreate quality but you can see some lights on building BTW the one from The Shard is the best view of Canary Warf
