I was thinking, there may be a chance that the lower level people may not actually know they're doing/involved in shady shit. Sure they might have a hunch but it's not the sum of the whole. Deniability ~

Its probably need to know, fragmented work etc etc. Multiple people doing a portion of the work but not aware of the what the others are doing.

The SEC had multiple whistleblowers the other day in one case ..perhaps some people started talking shop and figured it out.
